The "bridge" crosses over Ross Street, from the Court of Common Pleas building formerly to old Allegheny County Prison, to the Allegheny County Courthouse. It is still used to transport suspects to the "Bull Pen" to wait for their trials and hearings. (Darrell Sapp/Post-Gazette)
