It was taken at a time when the steel industry was navigating turbulent times. In April 1922, unionized coal mines shut down during a nationwide strike by 735,000 miners. The shutdown was a major blow to the steel industry which relied on coal for energy. \u00a0A second strike by railroad workers in July disrupted the transportation schedule and patterns of steel
